Meanwhile, Mashu is walking nonstop inside Metatron's reality marble, and the more time passes, the more Metatron steals the emotions and impressions Mashu obtained during her travels (but not the memories, as their full loss may cause her to lose other things such as strength and potential).
Then, Lilith appeared there saying she was going to help turn Mashu into a boring Ruler, which Metatron was failing to complete the process due to Habetrot's intervention. Lilith then kills Habetrot, which drives Mashu into a rage, who then attacks Lilith.
Metatron interferes, saying that Lilith lied to her about turning Mashu into a Ruler, which Lilith agrees, saying that while Habetrot was indeed the factor getting in the way of Mashu completely turning into a Ruler, removing Habetrot wouldn't help that, but on the contrary, it would make Mashu become unable to become anything. Since she wouldn't be able to forgive, she wouldn't be impartial, meaning never becoming a Ruler, and thus, never leaving that place, so her soul will just rot and die inside Metatron's Noble Phantasm.
Mashu: "...For that reason... only for that reason, you... don't joke with me!"
Lilith: "You say "for that reason", but for me it's extremely important. I told you before, didn't I? I don't like you. But then you went and got yourself sealed here. So I had a flash of inspiration: I can just have you rot forever inside this place!"

Now they're preparing to go to the court and fill for a re-trial, but they'll have to pass through the swarm of angels for that. While they're wondering to how get past a hundred thousand angels guarding the court without getting minced before reaching the doorway, Kotomine suddenly pops up asking if they're in need of assistance, and if they're interested in playing a round of Mahjong, just to look REALLY disappointed when Kadoc said they wouldn't play Mahjong.
Kotomine being Kotomine, I guess. He then suggests them to capture some stray angels and use them to hack their network and create a safe path towards the court, which they agree, but question why would he try to help them. Kotomine replied that his duty was to "face off against them in court", so they dying before they can go back to trial was inconvenient for him.
Now everyone's using Kadoc as bait for angels (due to being sentenced to exile, the angels that notice him will keep following until they lose sight of him or kill him)

Kadoc: "...That was dangerous... I was almost a goner. So it was you, Lilith... huh. Why did you show up all of a sudden... and help me?"
Lilith: "No reason in particular. I'm simply not feeling very well right now. I may be Kyrielight's enemy, but I'm not an enemy to you all."
Lilith: "...No, this isn't it, I guess. The one I want to be an ally of is Ritsuka, and him alone."

But, the issue with Mashu is that she's gradually turning into a Heroic Spirit while still alive. Because she's still alive, she can't go to the Throne of Heroes, and once she becomes a Heroic Spirit, she can't die. Once she becomes a Heroic Spirit, her achievement will be linked to 2015 to 2016. TL:DR:
Lilith explained that every human has their own "scale," in which they judge what is right and wrong, what do they like and hate, and so on. The crux of their decision-making and how their emotion swings. The moral compass, so to speak.
Mashu's, however, does not possess that. She remained "Innocent" in a sense that her "scale" never moves towards any direction meaningfully. She would never truly hate anyone from the bottom of her heart, no matter how despicable the person she's facing might be. And Lilith hates that about Mashu, how she continues to be "Innocent" despite having so many chances to change throughout her long journey.
Perhaps that's what they meant with the whole "Mashu will only be judged once she's aware of her own sin." She's still sinful for the Lostbelt genocide, but unlike Ritsuka who does feel the weight of such an act, Mashu only "logically" feel it, not "emotionally."
