Vietnam is looking to change how foreigners’ temporary residence information is managed.

According to Tuoi Tre News, Vietnam’s Ministry of Public Security has proposed assigning commune-level police to directly receive and process temporary residence information for foreigners, instead of having this handled mainly through provincial police channels.

For foreigners living in Vietnam, this is worth paying attention to.

Temporary residence registration is one of those things many people do not think about until it becomes a problem. But it matters for hotels, landlords, serviced apartments, long-term rentals, TRC holders, business travelers, and anyone staying in Vietnam on a foreign passport.

The proposal also places more responsibility on accommodation providers. If they detect foreigners without passports or proper substitute documents, or signs of immigration or residence violations, they would need to report that to the nearest police authority.

Another important point: the draft would require declarations through the Ministry of Public Security’s temporary residence portal, replacing separate provincial police platforms previously used in some areas.

This is exactly why relocation planning matters.

Moving to Vietnam is not just about finding an apartment or choosing a city. It is also about understanding the local systems that affect your stay, your paperwork, and your day-to-day peace of mind.

Vietnam travelers need to pay attention to this.

Starting April 15, 2026, foreign passport holders arriving at Tan Son Nhat International Airport in Ho Chi Minh City are required to complete a new digital pre-arrival information form and present the QR code during immigration procedures.

This applies to tourists, business travelers, foreign residents, and TRC holders entering Vietnam on foreign passports.

The form can be completed before departure through the official portal, and I strongly recommend doing it before you fly. Trying to handle it after landing can mean extra delays, airport Wi-Fi issues, and more stress at immigration.

This may seem like a small change, but for anyone flying into SGN, it matters.

It also matters for:
• relocation clients
• hotels
• travel agents
• companies receiving overseas guests
• anyone helping friends or family enter Vietnam

Vietnam is continuing to digitize parts of the entry process, and travelers need to keep up with these changes before they arrive.

Southeast Asia is becoming one of the most interesting digital payment regions in the world.

What stands out is not just how fast the region is moving away from cash, but how many countries are building strong local payment ecosystems instead of relying only on foreign platforms.

🇹🇭 Thailand has PromptPay and TrueMoney.
🇲🇾 Malaysia has DuitNow, FPX, Boost, and Touch ’n Go.
🇸🇬 Singapore has GrabPay and PayNow.
🇮🇩 Indonesia has BI-FAST, GoPay, DANA, and OVO.
🇻🇳 Vietnam has MoMo, ZaloPay, and VietQR.
🇵🇭 The Philippines has GCash, Maya, and InstaPay.

That says a lot.

This is not just a fintech story.
It is a story about infrastructure, inclusion, consumer behavior, and how daily life is changing across the region.

In many parts of Southeast Asia, mobile wallets and QR payments are no longer an extra convenience. They are becoming part of the default way people move money, buy things, and manage everyday transactions.

🇻🇳 Vietnam is a good example of this shift. MoMo, ZaloPay, and VietQR show how quickly the country is building a more digital-first payment culture, especially as cashless habits continue to spread.

To me, that is the bigger takeaway.

Southeast Asia is not just adopting digital payments.
It is building local payment rails that are shaping the future of commerce inside the region.
