MMRDA published an Expression of Interest (EOI) on 19 Aug 2019 and 16 Nov 2021 to develop Growth Centres with landowners and companies holding land rights. The proposal from Orange Smart City Infrastructure Private Limited was accepted and MMRDA issued an in-principle approval on 3 Nov 2022. A Joint Venture Agreement was later signed on 24 Mar 2023 to form the SPV Raigad Pen Growth Centre Ltd.
The project spans 1217.71 acres across 16 villages in Pen Taluka, Raigad, about 25 km from Panvel and 30 km from Navi Mumbai International Airport. It aims to create a greenfield smart city with jobs, infrastructure, and 15% social housing.
