கலையும் கலாச்சாரமும் பின்னிப் பிணைந்தவை. தமிழ் பாரம்பரிய கலைகள் மற்றும் கலாச்சாரத்தை உன்னத நோக்கத்திற்காக பாதுகாக்கவும், இசை, நாடகம், நடனம், ஓவியம், சிற்பம் போன்ற கலைகளை இளைய தலைமுறையினருக்கு இசை மற்றும் நுண்கலை நிறுவனங்கள் மூலம் கொண்டு செல்லவும், பல்வேறு கலாச்சார திட்டங்களை ஒருங்கிணைத்து செயல்படுத்தவும். இத்தகைய கலைகளில் ஈடுபட்டுள்ள கலைஞர்களின் வளர்ச்சிக்காக, 'கலை மற்றும் கலாச்சாரத் துறை' என்ற தனித் துறை டிசம்பர் 1991 இல் உருவாக்கப்பட்டது.

Art and Culture are intertwined. In order to preserve the traditional Tamil Arts and Culture for a noble cause and to carry the art of Music, Drama, Dance, Painting, Sculpture to the younger generation through Music and Fine Arts Institutions, to co-ordinate and implement various cultural schemes for the development of artists involved in such arts, a separate department namely the 'Department of Art and Culture' was formed in December 1991.
