Congress can and should reflect the will of the people. Our research strives to achieve this goal by focusing on the institutional design of legislatures.

Established in January 2015, the CRI attempts to analyze Congress by changing the assumptions. What if the members of Congress are actually good people striving to produce good legislation? We believe that continually blaming so-called corrupt legislators for troubling legislation might be blinding us to the real causes, or worse, letting other actors off the hook. I
