PLANtoACT is a project co-funded by the EU under the LIFE Programme. It strengthens the capacity of local and regional authorities (LRAs) to implement Clean Energy Transition (CET) plans and strategies. Many LRAs have energy or heating plans but lack integrated approaches, organizational structures, and actionable pathways for implementation. PLANtoACT addresses this gap.
The project develops a stakeholder-driven, action-oriented energy planning approach, aligning multiple governance levels (national, regional, municipal) and sectors (electricity, heating, industry, transport). It focuses on comprehensive Heating & Cooling strategies.
A key element is the Implementation Roadmap, which turns plans into concrete, time-bound actions. The project also creates a Knowledge Hub offering best practices and capacity-building programs.
PLANtoACT will be tested in five European pilot regions, providing financing options and developing tailored monitoring frameworks to track CET progress.
