• এটি বাস্তবায়ন করতে বছরে কমপক্ষে ৩.৫ ট্রিলিয়ন ডলার খরচ হবে, যা আমেরিকার ঘাটতি দ্বিগুণ করবে।
• সবচেয়ে বড় ঝুঁকি হলো, পুনঃপ্রশিক্ষণ ছাড়া ইউবিআই একটি “ব্যান্ড-এইড” হয়ে দাঁড়াতে পারে, যা আমেরিকায় একটি হারানো প্রজন্ম তৈরি করবে।
কিছুই না করলে কী হবে?
�কিছুই না করলে আমেরিকায় ১০০% নিশ্চিতভাবে একটি সংকট দেখা দেবে।
বাংলাদেশের উপর এর প্রভাব কী হবে?
�আমেরিকার এই সিদ্ধান্ত বাংলাদেশের অর্থনৈতিক কাঠামোর উপর বড় প্রভাব ফেলবে। আসুন দেখি কীভাবে:
• ট্যারিফ ও শিল্পায়নের প্রভাব: আমেরিকা যদি ট্যারিফ বাড়ায় এবং শিল্পায়নের পথ বেছে নেয়, তাহলে বাংলাদেশের রপ্তানি খাত, বিশেষ করে তৈরি পোশাক শিল্প, বড় ধাক্কা খেতে পারে। আমেরিকা বাংলাদেশের পোশাক রপ্তানির একটি বড় বাজার। ২০২৪ সালে বাংলাদেশ আমেরিকায় ৮ বিলিয়ন ডলারের পোশাক রপ্তানি করেছে। আমেরিকার ট্যারিফ বাড়লে আমাদের পণ্যের দাম বেড়ে যাবে, ফলে বাজার হারানোর ঝুঁকি তৈরি হবে।
• ডলারের মান কমলে: আমেরিকা যদি ডলারের মান কমায়, তাহলে বাংলাদেশের টাকার মান তুলনামূলকভাবে বাড়তে পারে। এটি আমাদের রপ্তানিকে আরও ব্যয়বহুল করে তুলবে, কিন্তু আমদানি সস্তা হবে। তবে, আমাদের প্রবাসী রেমিট্যান্সের মূল্য কমে যাবে, যা বাংলাদেশের অর্থনীতির জন্য একটি বড় ধাক্কা। ২০২৪ সালে বাংলাদেশ ২২ বিলিয়ন ডলার রেমিট্যান্স পেয়েছে, যার একটি বড় অংশ আমেরিকা থেকে আসে।
• ইউবিআই চালু হলে: আমেরিকা যদি ইউবিআই চালু করে, তাহলে আমেরিকানদের ক্রয়ক্ষমতা বাড়তে পারে, যা বাংলাদেশের রপ্তানির জন্য সুযোগ তৈরি করতে পারে। কিন্তু আমেরিকার ঋণ ও মুদ্রাস্ফীতি বাড়লে বিশ্ব অর্থনীতিতে অস্থিরতা দেখা দিতে পারে, যা বাংলাদেশের মতো উন্নয়নশীল দেশের জন্য ঝুঁকি তৈরি করবে।
• কর্মসংস্থানের সুযোগ: আমেরিকায় যদি শিল্পায়ন বাড়ে, তাহলে বাংলাদেশী শ্রমিকদের জন্য নতুন সুযোগ তৈরি হতে পারে। তবে, আমাদের শ্রমিকদের দক্ষতা বাড়াতে হবে, যাতে তারা ৫আইআর (ফিফথ ইন্ডাস্ট্রিয়াল রেভল্যুশন) এবং ডিজিটাল ট্রান্সফরমেশনের সঙ্গে তাল মিলিয়ে চলতে পারে।
বাংলাদেশীদের জন্য পরামর্শ:
�এই পরিবর্তনের সঙ্গে তাল মিলিয়ে চলতে হলে আমাদের এখন থেকেই প্রস্তুতি নিতে হবে। নতুন দক্ষতা শিখুন—বিশেষ করে ডিজিটাল দক্ষতা এবং ৫আইআর-এর সঙ্গে সম্পর্কিত দক্ষতা। আমাদের রপ্তানি বাজার বৈচিত্র্যময় করতে হবে, যাতে আমেরিকার উপর নির্ভরতা কমে। সরকারকে বিনিয়োগ আকর্ষণে আরও কার্যকর নীতি গ্রহণ করতে হবে, যাতে আমরা বিশ্ব অর্থনীতির এই অস্থিরতার মধ্যেও টিকে থাকতে পারি।
