The Digitally Enabled Community-Centered Early-Childhood Development
Approach (DECEDA) is an ICT-driven initiative designed to bridge the digital divide in
Uganda by transforming early childhood education through a community-centered,
technology-enabled framework.
The project seeks to enhance digital learning in 30 rural primary schools by: Deploying
ICT infrastructure to under-resourced schools, building teacher capacity through
comprehensive training in digital literacy and pedagogical integration of ICT, Developing
and delivering localized, curriculum-aligned digital content, and facilitating real-time,
interactive learning through the HELP Learning Management System (LMS).
Spearheaded by Nkumba University, with support from the Uganda Communications
Commission (UCC), DECEDA aligns with national development priorities and the
Sustainable Development Goal 4 (SDG 4) on inclusive and equitable quality education.
