Her behavior:
She is so cunning that she pretends to be kind to Loco Roco to get their attention and kill them :3. But! She doesn't kill them right away, but you could say..
uuuh.. tortures them! She strokes them, and says all sorts of compliments (if of course she finds him cute )
As you already understood.. she is a villain and she just helps to take over the world of Loco Roco with Bonmucho.
