To clear up any confusion, Reinstated does NOT take place in the alternate beta universe, we are simply seeing the events unfold in another time and place among the established storyline.
It does reintroduce much that was cut from the original game before the 2003 hacking incident, though the idea is because the Combine Empire is vast and possibly have other various assets in different places on Earth, that we didn’t see within City 17 during Half Life 2.
