"Those who do not learn from history are doomed to repeat it" is the only phrase that comes to mind. George Santayana said something like it, and Winston Churchill said something like it in 1948 after it. That's the only thing that comes to mind. I think the take of history is a far better mental image!

The context here is such (on the scale of a country or a large society) that only a complete fool steps on the rake many times and gets hit on the forehead every time, expecting different results.
