Gargoyles are on many buildings around the world. One of the oldest legends about them says that they were once alive and were turned to stone as punishment. I have good reason to believe that idea based on what I've seen in these Flood Bodies.
This thing here just looks unnatural. I think he ended up this way because he was sitting on something when he got frozen this way. The look on it's have is one of death. Mouth frozen in what looks like a last gasp for air.
Notice the block he is attached to is a very dark color looking much older than the blocks around it. Which is another sign that he was attached to the building.
