Tara Strong has been my favorite since childhood. That said, they all really have serious skill. Scott Melville does well with taking Robin in a humorous direction, and Hynden Walch was a surprisingly good Harley Quinn in the movie "Batman: Assault on Arkham," for example (warning: this movie's not for kids).
