It's not uncommon to find smaller, tight knit gangs (like the 20th street clique, or the "Banditos") within a larger gang (like ms13, or the USA police)

lots of cliques in organizations, some call them "good ole' boys clubs" etc..., liars, cheaters, violence, in order to gain the top positions and all that good stuff, seen it happen in all sorts of places, professions, just like the bullies in elementary school, it never ends

I'd say the police are themselves especially violent gangs, and you often see gangs within gangs, so this isn't a surprise. It is an outrage.
