I guess it’s to limit the length of GIFs so users aren’t just using it to upload their videos through. And as well, someone mentioned they don’t put ads in the community posts so a combination of the two could be the reason

Because YouTube doesn't monetize your community images. They make money from videos, so they're fine with having to cover the cost with servers for them.
