The same issue happened to a diiferent YT channel as well. The solution they got to this problem was adding commentary on the videos. Many people didnt like it (people just want to watch the clips without someone talking in the background) and they lost half of the viewers, so you need to come up with a smart solution. So they came up with a different solution, they put their original content at the beginning of the video (it is generally like 2 minutes long, the video becomes 12 minutes long after that). By saying original content I mean they prepare quizzes and some questions for viewers and put these at the start of the video. I generally skip that part and they got their money, everyone is happy. (There is a countdown on the video where the funny clips start). I hope my comment helped, sorry for that happened.

So something that another YouTube channel did that still followed what YouTube wants is they put a beginning opener where they do commentary. But they have a timer attached to it for those of us who want to just watch the clips they put together. Each commentary is about 2min long to keep YouTube happy. This might be an option for you if you wanted to try and keep with YouTubes absurd rules and regulations

Failarmy is still monetized and they use user submitted content as well, so I say that your channel is still elligible for monetization. Best advice I can give is to contact YouTube support about it, explain what your channel is and how it works (maybe also mention how other channels often get submitted the same content when explaining the user submitted content part), and hope they understand and monetize you again.

The name of the channel which I mentioned earlier is "Daily Hearthstone Funny Moments". The commentary thing started at approximately episode 1145. Dont make the same mistake they did. Dont put commentary instead try to make a opening part which they currently doing that. Watch their last episode and you will get what I mean. Some people who submit recordings to you also submit to Heroes Of The Storm Moments , hence its considered reused content.

Many channels have problems with demonetisation recently. It is sad seeing what YT is doing to well-doing accounts.

I guess instead of doing a commentary you can just do like a shoutout of who sent you the clips at the end of the video. Or do it right at the start and time-stamp where the usual content would start.
