100% true I was just level 5(my friends did the damage and helped me catch it)the the cp was 2878

Haters will say that this is Fake! I will never fake low level legendary catches between level 5 -19. Its all about luck! And besides Niantic has same cp ranges (pokemon level) level 20 or level 25 if weather boosted for raid boss, wether its legendary, EX or Normal raid boss.
