Bulgaria is underrated. Bulgaria used to be a bloody czarist fascist regime with total agrarian poverty. Socialism build hydroelectric, industry, etc. And turned Bulgaria into a modern country. Unfortunately it turned Khruschevite revisionist under Todor Zhivkov. Nevertheless, it had the lowest rate of inequality in all of the world.
