No it not a new DLC it is just drip feed content. Includes the Iron Mule, Titan 250D, the new cropduster and the Coquette D5. These are the vehicles that are yet to be released. The property is the MC Kenzy airfield. So yeah. NO NEW UPDATE! Just new content.

I'd not call it DLC, from what I have found PC players will get new gen features like HSW or GTA+ membership available.
