He can only be pardoned for Federal crimes. Still subject to prosecution for State crimes.

This is a tried and true practice of crime syndicate bosses. They grant favors in return for loyalty. Blackmail is one way to generate loyalty, and favors are another. The loyalty in either case comes at a price (total fealty). The criminals that are pardoned have demonstrated they will do anything to achieve their goals, including breaking laws and harming others. Just imagine what these people will be asked to do as the criminal empire expands. The Chief Justice granted this person total immunity from prosecution. This will not end well.
