I'm wondering why something like this can't be used for the Maui fire victims as shipping cargo containers are quite familiar on the islands & why couldn't a government funded project get this as an option as it seems like building from scratch would take a lot longer and hotels will eventually want to re open for tourism. Steel is sturdy and can be used as a shell to build out, insulate & cut hurricane proof windows. Recycle old containers that didn't ship "chemicals" or is that too much to ask. Provide ac/heat units that are small installed close to ceiling no ducts involved that run off electric & put solar panels on the roof for electricity....logically this makes sense but I'm not an engineer or builder so I don't understand the how in doing this or the complexity....
