We've seen Chuuya being thrust into the leader role multiple times and each time he says straight up he isn't suited for it and he's proven right. So as much as I love him I can't choose him in this scenario

Hirotsu can't, he is not cunning and decisive like mori. Tbh, no one in the port mafia(not including dazai) is eligible enough to handle port mafia like mori. No wonder mori wants dazai back so bad. It isn't about who is suited but rather who can handle such org. He is a great character, but would be crushed under the pressure.

Hirotsu is way too old, he's older than Mori himself. I feel like Kouyou isn't too loyal to the mafia compared to some other members, she also made a few mistakes through out her very little screentime. Chuuya is often seen as a bad leader by the fandom but I don't think that's the case. I always thought his teams were the problem instead of him being a bad leader. We also saw him doing a good job leading the mafia when Mori was away. The rest of the mafia members really aren't suited to be leaders. Now Dazai on the other hand...

Hirotsu should be the one leading the port mafia after Mori. Because he is an experienced, skilled and loyal port mafia member. He is also a responsible person and is well suited for the position of the Port Mafia boss

Hard to choose but I think it'd be either kouyou or chuuya cuz hirotsu stated once in the anime that he's not really interested in climbing any higher in the ranks than he already is and the other two above would fit the boss role pretty well kouyou has the experience and knowledge that would be beneficial to be the boss while chuuya has the knowledge of somewhat leading a group already as well as his extremely loyal nature hes very loyal to the pm so if he was the boss he would absolutely nothing but the best in mind for the pm

Hirotsu for sure. Everyone would nominate him for his experience (having been a mafioso for longer than Mori) and his expert reasoning. Kōyō is a shoe-in if Hirotsu refuses/dies/steps down because there aren’t any other mafioso Mori can trust [with the leadership role]. Chuuya would actively decline the offer because his experience with the Sheep proved to him that he can’t. Be put at the top of a hierarchy; it breaks him.

Chuuya isn’t fitted for leadership at all, and he himself is fine with this AND acknowledged it. Hirotsu isn’t clever or cunning enough, plus im pretty sure he said somewhere he wouldnt like to be leader. Dazai simply doesn’t want to return to the mafia, nor does he want any kind of leadership role. so yeah this is my pitch for Koyou :,] she’s careful, strong, clever. she definitely has the vibe. plus, she’s also sinister!
