Normalize using GMT. GMT/UTC system simplifies conversion of different time-zones. Everyone needs to remember only the difference between their own time zone and GMT. Once sender sends the time in GMT, it can be decoded immediately by each receiver into their respective local time by using the GMT difference for their nation. It is a very simple and elegant system.
