I feel Rey Dau’s got this. He’s way more mobile than Nu Udra, and his powered up Railgun attacks are guaranteed knockdowns. That said, Nu Udra’s burst attacks could catch him off guard.

Octopus is a very flexible and agile animal despite its appearance. In the open plain Ray Dau will win but if there is an ambush spot or cave or a place Nu Udra can scurry away through small crack Nu Udra can and will use it to ambush the flying wyvern. Ray Dau isn't weak to fire and Nu Udra isn't weak to thunder but sheer strength alone the octopus has an edge over the wyvern. Oh and if you thing the fulghurite wing talon can can cut Nu Udra slick hide you are wrong. The slick hide is tougher than you think. Only the force equivalent to greatsword true charge can cut it. Which I doubt Ray Dau would be capable of doing that.

In lore? Rey dau. His wing blades would eviscerate Nu Udra and he could merely stay in the air. In game? Probably nu udra. His fireball spam attack does absurd damage because multiple explosions can hit a monster at the same time.

It depends on where they are fighting. Ray dau takes it's strength from the environment around it so outside of the windward plains it can't supercharge itself because there'd be no lightning
