Post timeskip enel would probably lose but I feel like if enel ever were to come back he’d be really strong. Before Oda settled on the premise for one piece film Red he at one point considered having Enel as the main villain and that film takes place during wano arc so just imagine how strong enel would of been in that film if he was the main villain and a wano luffy would of had to beat him.

Just cause luffy beat him cause he was rubber you guys don't really know how powerful enals fruit was ama even say it was stronger than sand and flame it was top tier if not for luffy enal would have been a very strong person with that kind of observation haki Earl on in the movie he would have mastered it to katakuris lv or even shanks observation lv 1000000 volts is no joke he can even defeat aokiji in water
