Fran was the Drew Brees of the 70s but he could scramble around better than most anyone. He retired as the leader in yes and tds. Led Vikings to 3 Super Bowls in the 70's but lost all three. 4th best qb of the decade behind Staubach, Bradshaw, and Stabler.

I would've guessed Tarkenton, because he was the all-time great scrambler in NFL history. I wound up picking Staubach, based on the Cowboys' total number of wins in the '70s, but I had to figure it was the wrong answer, because Fran Tarkenton found a way to get it done continually.
