It looks like a red-tailed hawk or red-shouldered hawk. It seems to me that the chest part is much lighter in color, so it is probably a red-tailed hawk.

Had this hawk watching us when we were taking a walk. Me and the dogs. Having trouble identifying it, either red shoulder or harrier. Anyone? Pretty decent view if u zoom in.
