(Minor spoilers ahead)....
During the Ling Ling Arc, all Enlighter wanted to do was expose Nice as a "fraud/villain", and considering Episode 19(Nice and E-Soul getting dispatched to kill Loli's dad, The Johnnies, Ghostblade and the rest of the expedition team), he was actually right.
Not to mention, the person referred to as Nice's nemesis during Ling Ling's arc was just an actor working for the agency and Nice's lifelong friend.
Looking at it another way, Enlighter was kind of like a Detective, trying to expose the corrupt and dark underbelly of the Hero association in To Be Hero X, part of which included Nice.
