There are so many other factors but even if it was just down to controller/mouse polling it's entirely possible that their sample period happens to start just before yours at that moment

No - the amount and variability of other factors involved is so huge that anything beyond 1kHz polling rate is basically meaningless. 8kHz might mean something if we're playing splitscreen locally, but even then it would be debatable.

If you press the button same time against a lower polling rate, technically you should shoot first, but depends on your aim

8khz events would just be stored and then combine executed in equal time. Extreme edgecases of capture might come to play tho. Throw in netcode and 8khz polling is filtered out of existence.

I'm not the smartest at something like this, but I would say that if you take out all variables like ping, reaction time, even wire length to a router, having perfect netcode, framerates are 8000 and the server tickrate is also 8000, then I would assume yes 87.5% of the time (7/8 times). I think this because if the PC and server are running fast enough to register a difference of 8000hz and 1000hz (using the 8000fps and tickrate) then it can detect the one that registers 8000 a second 87.5% more than the one that registers 1000 a second, the remaining 12.5% will be a draw, all of this assuming the first 1/8000hz and the first 1/1000hz start at the same frame/tick....if that makes any sense. All of that is too unreasonable to be realistic and make a difference in a game.

If the input difference is sub 1ms I'd expect a trade. The game probably isn't processing anything faster than that.

I mean a 8khz mouse vs a 1hz mouse feels like it should be an advantage, but I guess maybe it doesn't matter at high refresh rates?

Netcode, ping, lag compensation, total system latency. Input latency … are all important factors, just because the polling RATE is high doesn’t mean the input is faster.
