I'm going to guess that the reason it's only left as "Violent References" is because of the fact you can't actually see each and every poor little xeno you wipe out violently when you purge them, or the suffering and brutality caused by the mass enslavement stellaris players engage in on a daily basis.

Stellaris is rated E bc yes you can enslave or purge the xenos but remember, they are not humans so no references to any funny mustache man of the 20th century has been made, its a family friendly game.

I am not Space Hitler, he mostly let non-jewish and non-slavic europeans in (relative) peace - if you are a lucky xeno in my empire and you look like a shrimp or fungus, you get nerve stapled and processed into some happy meal on one of my hundreds of ring worlds and ecumenopolii - even xeno-flora and xeno-geology is worth purging.
