I don't know if she is from my university but she is describing the same room, we also called it "the common room", so basically there is a toilet there and outside is this area with sitting arrangement and prayer mats, where girls wait for their vans/rides. So it's always full and girls sit there and chat, study or eat and pray as well on the raised floor. It's a kind of rest room/prayer room.

you should be careful because you could stain it with your period blood and people won't be able to pray there. I don't understand the lay out so i don't know if its a room or a place with no carpet/mat

Study what ? If that area is restricted for prayer, treat it like masjid. My study mat aint a masjid but eating food on it won't make sense.
