I would not put too much emphasis on it... remember we are going to Raccoon City... the former HQ of Umbrella. There's bound to be buildings and billboards (which survived the blast) who still have the Umbrella Logo. It's like how we found out the Umbrella Logo was taken from the Village Altar in Resident Evil 8. Besides the Umbrella Corporation have rebranded as Blue Umbrella and are now the good guys on side with Chris Redfield... as Chris Redfield has grown to distrust the BSAA.
