My motivation in writing this article is to clear up some misunderstandings about what the IRS Fresh Start Program is — and isn't.
For one thing, the Fresh Start Program is not some magic, one-time "get out of tax debt free card."
For another, despite the name, there is no one uniform, one-size-fits-all "Fresh Start Program."
Rather, the Fresh Start Program was a series of initiatives the IRS made to help more taxpayers qualify for its existing tax relief programs, such as the installment agreement or the offer in compromise.
