He probably has a long term land lease, or their spouse owns land and they're under the assumption that their name is also on the land when it actually isn't.

The only thing a foreigner can own is a condo. All properties has to be in a Philippine national name.

If your wife dies you can inherit and own land as a foreigner. That is the only way possible. However , you only own it for 2 years and have to sell or pass it on to a Filipino heir in that time.

Foreigners cannot own land or even businesses outright always a Filipino citizen must be involved unless they are bribing an Filipino official which is not unheard of 😮

You can register a company and be 40% shareholder maximum. The other 60% must be Filipino shareholders. It's possible, I've done it.
