As a baby Christian, I used to literally watch videos on behaviour modification. Now I've come to realise that, behaviour modification is putting the problem into your own hands. But with matters of the heart, you can lean onto the Holy Spirit to change your heart and renew your mind. We are made new in Christ Jesus so by fully submitting to God, we allow the Holy Spirit to do His full work in us.

It’s a heart transformations that leads to modification of behavior. So Christianity is both. For example, if someone is a prostitute and comes to Christ; because their heart is transformed by the renewal of minds and hearts, that person will have to modify their behavior to not prostitute themselves any more. It’s is a heart posture and behavior change.
