going with the 'she is Rose' theory so bare with me. I think in Rose's reality her doctor died. She had a hard time coming to terms with losing him and wanted to find a way back to our reality. However, what she didn't realise was that it would take regeneration energy to do it, let alone regenerate into the doctor's body. So, when she's saying 'oh, hello' she's saying it to the TARDIS because she didn't expect to be there.

That somehow she's a manifestation of the Tardis and has temporarily taken over the Doctors regeneration timeline because when the 15th split the Tardis into two so 14 could have his own version they created some sort of paradox/timeline crisis/bad Tardis and it needs 3 specials with this version to correct the problem.

She's probably known as the 'bad wolf doctor'. When the 15th doctor triggered his regeneration he literally sent his regeneration energy into the heart of the tardis. Rose looked into the heart of the tardis in the parting of the ways and with that the doctor took the face of the person who did that. When she looks in the mirror she will have a massive shock as she sees one of the best people the doctor had ever known.

Something else. She was still mid-regeneration, so it's possible the face could change again into the regular actor they will eventually use. And I agree with Ellie Littlechild that the ending would have been more interesting had it been left ambiguous, leaving the audience just as clueless as to who the next Doctor would be as they were during production.

EDIT: WHAT IF THE TARDIS NEEDS THE OTHER TARDIS BECAUSE THEY WERE SPLIT I HALF I think she is the TARDIS in human form. Hear me out, I think that The 15th Doctor needs to get to The 14th Doctor in order to regenerate - because he is a bigeneration. And the reason that the regeneration energy looked like tendrils was because it was reaching out to find him. So, I think that the TARDIS became incarnate - as Bad Wolf (due to the events of “The Parting Of Ways”) - in order to find The 14th Doctor and complete the regeneration. Thanks for reading my theory.

I think it'll be like Romana's regeneration in classic series, where the Doctor is trying different faces, before settling onto a final (and their 16th) face/incarnation. Possibly similar too to how the Doctor grows a new hand - so we could have an adventure with Billie Piper as the Doctor, and as the regeneration hasn't settled, she chooses a new face, and becomes the 16th Doctor. 😀

Knowing Russell's recent attempts at "mysteries", she'll probably end up being some random woman who coincidentally happens to look like Rose who coincidentally happened to switch places with the Doctor the moment he regenerated for no reason whatsoever.

I still think my theory fits really well. When the Bad Wolf was created, she removed the physical words off the building, turning Bad Wolf Corporation into Corporation. The Corporation has survived over the last few thousand years being led by someone called The Boss, who may or may not be a member of the Pantheon. Now the Bad Wolf is back to deal with a problem she created. Full circle moment

3 crack theories: 1. Maybe she's playing the Bad Wolf? 2. She's just his comfort face. Like, Rose is a familiar face that he can no longer see anymore, except in the mirror or by destroying the TARDIS. (Nostalgia) 3. This is an in-between face, and the Doctor is going to be going to be cycling through faces.

My theory is that the show runners had no idea what to do when Ncuti Gatwa left and so they just thought what can we do that would be outrageous and get people talking in the hope that would make the executives give them a 3rd series. I suspect if a 3rd series does come Billy Piper will not be in it and the regeneration process will continue scrolling like a fruit machine going through several old faces before it settles on the new actor.
