It would be better for story if mihawk was stronger. Zoro dream is to become WSSM . Means zoro must surpass mihawk . Because shanks as far portrayed as a swordsman he shouldn't be stronger than mihawk if shanks was stronger Zoro goal would loose lot of weight . Which would be pretty bad for story On the other hand shanks doesn't need to be the strongest he's luffy mode of what a pirate should be in general . He isn't all about strength and swordsmanship he get a lot of narrative relevance because of being an emperor , his connection, his backstory and he has a pretty strong crew too

Mihawk definitely has some heavy statements behind him, being called the World’s Strongest Swordsman and all, but when it comes to actual feats, Shanks is way more impressive. Shanks has insane Haki feats — mastering all three types: Conqueror’s Haki, Armament Haki, and Observation Haki. He clashed equally with Whitebeard, split the sky, paralyzed Admiral Green Bull from miles away without even touching him, and even intercepted Kaido before Marineford without being slowed down. Plus, Kaido himself listed Shanks as one of the few people strong enough to challenge him — while Mihawk wasn't mentioned (though to be fair, it's unclear if Kaido ever fought or considered Mihawk). Meanwhile, Mihawk, so far, mostly has statements and almost no feats. At the end of the day, I’m more of a "feats over statements" guy. Shanks’ feats speak way louder than Mihawk’s hype. So I’m leaning toward Shanks winning this.

Story wise it's Mihawk but I bet 80 percent of my stocks that Oda when writing an on page Shanks vs Mihawk fight will make them clash equally then have the fight be inconclusive.
