This was for PCs that didn't automatically power off when the OS unloaded. It was a common problem in the 90s but was pretty much solved around the time XP dropped.

That screen looks like a legacy feature from the Windows 95 and 98 era. I remember our Win95 PC come up with a screen saying it was safe to turn off your computer. Most PCs nowadays turn themselves off when you give them the shutdown command.

Installed Windows Vista on a laptop that had Windows XP originally. I managed to get the license for free through the MSDN through college. The UI looked good, till I used it and instantly regretted it. Made it borderline unusable 😐

I had a copy of Memphis the pre 98 . It had support for a 4 button joypad wheras 98 only supported 2 buttons out of the box.
