Not a substance or element, but the cold side of a peltier device. It can reach below 0 degrees Celsius just with a little electricity.

For me, it's got to be liquid anhydrous ammonia, it's about -80°C IIRC. Solvated electrons are incredibly cool, and ammonia can just dissolve metals (!) to make them. That, and that liquid ammonia is theorised to be essentially the second best (relatively common) solvent for life in the universe.
