I had to think about it through first, but the reason Dr. Calico is a canon person in the game is because how the rules work in Disney Heroes Battle Mode. Buzz actually shoots lasers, Bolt has his powers and certain pacifist characters are able to fight back now. Dr. Calico is here because the game pulled from the show in the Bolt movie.
