Judging by the comments, most of the people here don't seem to know about the bots. For 2 years now, bot accounts have been going to casual servers and do a multitude of things: go sniper and use aimbot, spam things in the chat so fast it's unreadable, kick real players off servers, steal people's names and icons to confuse, and (rarely) crash servers if they get kicked. The game is quite literally unplayable, and all the TF2 community wants is for people to make the standard game playable again. This isn't at all about them not producing content for the game, they could care less about that at this point.

Anything TF2 I seem to love. This game, titanfall2, there both great games with great communities. We love each other no matter how much we equally love shooting each other in the face and sharing a laugh.

This is a very monkeys paw situation. If Valve returns to fix TF2, it will be changed in ways people won't like, just like CS GO did. Only reason CS GO really keeps going is the crates, season passes, markets, and constant competitive support. TF2 was casual and second a market game. As much as I loved TF2 and would love to see it revived, it's sometimes good to let things die. It's sad but it's time to move on to greener pastures. We're beating a dead horse here, when we could be raising a new one. Instead of reviving TF2, why not create a spiritual successor? Sure, it'll never be the same, but hopefully it'll have better security compared to TF2. The community is so large, and so many have done modding or custom weapons that Im sure a whole community could make a new game that may surpass TF2.

Valve has TF2 on life support because it makes hardly any money and is expensive to work on. Steam is basically a money printer that needs very little, inexpensive maintenance. So the game isn't going to see a revival. There may be a few balancing patches but it probably won't be restored to former glory.
