Just a quick note I was able to take a previous 16:9 ratio (normal wide) video to a thinner (9:16 ratio) video for shorts. It requires beginning time and duration.
Note: In the last day or so, YouTube has announced "Shorts" will go up to 3 minutes in duration AND be 16:9 or 1:1 (square) in dimension/ratio.
In other words, there is no toggle in the YouTube Studio to ignore a video as a Short, but if the ratio is wide (not thin) or not 1:1 (square), then we are good. YouTube is providing a copyright tool for shorts, especially music stuff.
