This is going to probably be controversial but the most collective horizontal decision making I have seen is in the fellowship of NA. The manner in which groups operate is both automanous and collective.

I'm not sure what you mean by "mandated" but the collective leadership in the Soviet Union is the first thibg that comes to mind.

Can anyone help? I’d like to read real examples of collective decision making between multiple groups via mandated recallable delegates. Ideally the text should give an overview of the discussion had by the delegates, with enough detail to know the various differing positions or preferences on the issue at hand, and what decision they all ultimately agreed on.
The local groups could be anything – e.g. strike committees, neighborhood/village assemblies, local branches of a union, etc., etc.
Anything you can recommend is much appreciated!
