It's not entirely centralized yet, but they sure want it to be. If it were entirely centralized there would be a complete nationwide ban on selling raw milk or food clubs & Amish farmers selling outside their communities. Just like Federal Reserve has a monopoly on currency and how it's illegal to use any other type of currency to buy stuff including gold/silver like before JFK was president.
