It's attitude to other countries is to bully them and act aggressively to any unexpected meeting between the PLA and any other nations subjects and forms of transport. It hates the US because it's in prime position in the world and is so jealous of the leverage and influence it wants for itself, to dominate the region near china and it's Achilles heel the Malacca strait.
