Your cell phone isn’t meant to be an emergency notification device. It can be one, but it’s not reliable. The most reliable things for emergency notification are TVs, radios, and outdoor warning sirens

My town's tornado sirens are tested every Wednesday at 4:00 PM where I am. They usually go off in full Alert. The siren I live near is a Whelen Vortex (which I also have one).
