As a former US army infantry officer, there is actually some rationale for the infantry loving the rain: Tankers, REMFs, and others are typically buttoned up thus making it harder to see you attacking. The sound of rain and thunder masks your movement. Drones typically are less effective in rain. Suppressed weapons are harder for the bad guys to hear when it's raining.

As someone that served with the Marine Corps I can tell you there is actually tactical pluses to be in the downpour. The racket made and the greatly reduced visibility both for visible and infrared can be a godsend as cover for movement especially if this is assault on a known position or an escape from the bad guys surprise. And it covers your tracks pretty fast. A good infantry officer (and Naval Officer) uses the weather, wind and clouds, and sun to his advantage. Use everything about and when of your environment for mission success. That means now thinking about drones. My guess is in the future drone defense will be by launch and forget automatic drones that are passive lidar/electrooptical/sonic shootdown type. And a man portable punt birdgun or directed energy weapon. And an entirely new class of reactive armor.

Over 25 years ago, a collegue of mine used to say that (in german) whenever we had a particular unfun march or had "weather fun". He smiled at me and said that out loud, and i always replied, what could be translated to "and that's why they get to meet him first."
