To have a stellar scenario, you need to have a stellar plot/storyline. It has to keep the viewers watching the whole scenario to the end. If not, they’ll get bored easily and stop watching halfway through.

Realism. Not necessarily in premise or plot (zombies, universal apocalypse, etc always welcome), but in delivery. Not always possible, but voice acting where applicable goes a long way. Paying attention to details when using real alert systems (an EAN isn't getting activated for a blizzard in Toledo, Alert Ready won't activate in Halifax if there's a flood in Calgary, the EBS would be used in the 80s instead of EAS, etc.).

In your opinion, what is the most crucial part of an EAS scenario? In other words, what makes the scenario more interesting and engaging for you to watch?
