Mangey and Sails were treated mostly as side characters so it's hard to think of anything for them but Nine has an actual backwards character arc and became the main villain which is alot

Nine got the most character development and he's new, so he wins easily. That being said, I still liked Mangey and Sails. Too bad they couldn't get to do more.
