Imo jinwoo scales to them both. But jinwoo is so much faster than sukuna so sukuna gets low diffed. But for gojo he has no counter to infinity. No rulers authority doesn't work. Ruler authority manipulates the Mana around somebody. So in jjk world there is not mana. Rulers authority also functions by making invisible hands which have a travel speed. I looked this up btw.
